We developed a framework to assess the economic value of climate-resilient roads, using Papua New Guinea’s Mountainous Road Improvement and Resilience Project as a case study. Combining project data with evidence from earlier studies, our analysis compares outcomes with and without the project and distinguishes climate-adaptation benefits from general road improvements. Preliminary findings show that 10 of 99 mapped road segments account for approximately 46% of modeled annual direct flood damage, while travel-time and vehicle-cost savings substantially exceed avoided flood losses. The framework helps target resilience measures and guide infrastructure investment across the Pacific. The paper is anticipated to be published in Spring 2027.
